Understanding Romanian Invoice Requirements for Contractors
Romanian contractors must adhere to specific e-invoicing regulations to ensure compliance and avoid penalties. As of January 1, 2024, all PFA (authorized natural persons) must use the e-Factura system for Business-to-Business (B2B) and Business-to-Government (B2G) transactions. This mandate extends to Business-to-Consumer (B2C) transactions starting January 2025. The e-Factura requires invoices to be issued in a standardized XML format, specifically UBL 2.1 or CII XML, and transmitted through the ANAF (National Agency for Fiscal Administration) platform. Additionally, a qualified electronic signature is mandatory to authenticate these invoices, ensuring their legitimacy under Romanian law.

While Harvest does not support XML format issuance, it allows contractors to add specific tax identification codes and VAT numbers to their invoices, which is crucial for B2G transactions and when supplying goods to VAT-registered entities.
